Due
to the mystical properties of the location, individuals attempting
to defend against any sort of challenge are considered to be at
a bonus to do so. The very building itself seems to demand neutrality
of all who visit its halls. Further, attempts to use supernatural
abilities cost an additional willpower to do so. Any who have bothered
to attempt to discover the radius of the effect from Elysium have
found over time that it unpredictably shifts.
The
Elysium is operated by the Ordo Dracul, who in seeming reflection
of the building, have maintained neutrality in the affairs of the
kindred dating back to some time around 1813. This refusal to take
sides has been respected by the other covenants of Toronto, for
in return those most influential have found it to their benefit
to not only have a neutral meeting ground in the city, but also
serve as a protected depository when the need arises. According
to rumor the Prince has made extensive use of this arrangement,
and is the primary source supporting Ordo Dracul neutrality.
In an attempt to keep everyone in play as long as possible during
game, I will be instituting the following rule. Uses of backgrounds
during Elysium will have a default action time of 15 minutes. If
the character does have to leave the site to enact the action, they
will be expected to wait out of game for the 15 minutes until resolution
has occurred.
For the purpose of gatherings, unless otherwise stated, Elysium
should be considered one scene. This confers a benefit that scene
long effects should for the most part last the entire night. The
draw back to this rule occurs should you fail a social or mental
test against another character you may not initiate that same challenge
with the character until the next scene. Basically what this amounts
to is if you attempt to convince another character to act, or agree,
etc, to your agenda and you lose the challenge it is unlikely that
you will be able to convince them that night. Perhaps you need to
revisit the issue with them at the next Elysium with a better offer.
Mr. Lawrence's Edicts
1. One member of a given covenant may at a time request sanctuary
from the Ordo Dracul until such time that the matter has been clarified.
Evident that Mr. Lawrence is not interested in entertaining an entire
covenant, and placing the neutrality of the Ordo Dracul into question.
2. Sanctuary will be denied to anyone who has irresponsibly violated
the Traditions.
